Emergencies in Critical Neighborhoods
Case Study: Bairro do Alto da Cova da Moura, Portugal, Lisbon, 2006

Objective- To reach and inform all the social levels of the Portuguese society with notions of civil protection.- To create an emergency plan that is consensual in the neighborhood- To value the human and associative potential of the area in study

Finality- Create a tool that is practical and useful concerning the local Civil Protection Agency.- To develop a process that will train and increase the level of civic consciousness of the population.- Inform the youth for the nearby signs of instability that can increase in the near future (Hurricane Vince, Middle East War, Social crisis in France).

Method of Work - Through direct contact with the institutions that are settled or have responsibilities on the Bairro do Alto da Cova da Moura:- Social-Cultural Associations- Sports Associations- Municipality of Amadora and its smaller councils- Civil Protection Agents - Schools and Kindergarten

Conclusion - Depending on how the population hold and put a strong effort to realize the proposals, this work will have a better or worse practical applicability. Then, new solutions will have to appear in order to surpass the new problems.There is ongoing an urban requalification project by the government, when that occurs the proposals that are made in the emergency plan should be renewed
